			<content:encoded><![CDATA[<p align="center"><strong>ELITE NATIONAL  COMMISSAIRE  COURSE  -  ROAD</strong></p>
<p align="center"><strong>Kuala Lumpur 16<sup>th</sup> to  19<sup>th</sup> June 2012</strong></p>
<p><strong> </strong></p>
<p>UCI are looking to increase the opportunities for Commissaires to upgrade themselves from National level Commissaires to International level Commissaires. To help in this process UCI is introducing a new level – that of Elite National Commissaire.</p>
<p>To qualify as an Elite National Commissaire candidates will need to attend a course arranged by the UCI and conducted in English. This course will be held in KL and candidates will need to arrive in KL on the 15<sup>th</sup> and depart on the 20<sup>th</sup>. There will be a written and an oral   exam at the end of the course. Expenses including air fare, accommodation, meals and local transportation to and from the airport in KL will be covered.</p>
<p>Singapore has been allocated <strong>1 place</strong> for this course. We have already had a number of our existing National Commissaires expressing interest in participating.</p>
<p>SCF will therefore be arranging for a ‘Test’ paper (multiple choice style) tentatively on<em> Friday 20<sup>th</sup> April</em>. The person with the highest score will qualify to be Singapore’s candidate to participate in this course. There will be a nominal charge of $20 per candidate to sit for this Test.</p>
<p>We currently have about 27 National Commissaires a number of whom have been ‘dormant’ for some time. In preparation for upcoming events and in particular for the 2015 SEA Games it is the intention of SCF to update this list of Commissaires. We will consider your participation in this exam as an expression of your interest to retain your position as a National Commissaire &#8211; Road.</p>
<p>Details of the Programme Schedule for KL are posted on our Website.</p>
<p>Also posted is a form to be filled by you to indicate your interest in participating in the Test being arranged by SCF. More details of where and when this exam will be will be available as soon as we can access the number of likely participants.</p>
<p>Existing National Commissaires are not obliged to participate in this Test. However if you do not participate in the Test but would like to continue with your role as a National Commissaire please do drop us a line so that we can update our records accordingly. If we do not receive any response from you we will take it that you do not intend to continue as a National Commissaire.</p>

<p><strong>Job Summary: </strong><br />
The Singapore Cycling Federation (SCF) is seeking an experienced, motivated and well qualified endurance cycling coach with a bias to Road and Track to work in the SCF</p>
<p>This coach must have a working knowledge of power-based training, training plan design, and a high level of racing and coaching expertise.</p>
<p>He/She will be expected to personally coach athletes, interpret power data, work training camps and motor-pace athletes. He/She will be expected to travel with the team should it be required, be a motivator and be passionate about coaching and mentoring athletes. Excellent time management and organizational skills are a must.</p>
<p>It is expected that regular reports and Performance Updates as well as forward planning will be communicated to the ExCo or to persons designated by them.</p>
<p>He/she will also be expected to work with the SCF to develop NCAP Level 1 and Level 2 Cycling Coaching courses and to implement effective Talent Identification programmes.</p>
<p>Director Sportiff experience will be a plus, as would experience with working with emerging cycling countries.</p>
<p><strong>Minimum Qualifications:<br />
</strong></p>
<ol>
<li>Level 3 or Diploma or equivalent in Road/Track Cycling Coaching qualification from a recognized Cycling Federation that is affiliated to the Union Cycliste Internationale (UCI).</li>
<li>Minimum 2 years coaching experience with an equivalent National Cycling Team</li>
<li>Experience training with a power-meter and analysis of such data</li>
<li>Demonstrated coaching success</li>
</ol>
<p><strong>Employment and Compensation:</strong><br />
Remuneration commensurate with experience and qualifications.</p>
<p>Successful candidate would be expected to pay all their living and personal expenses out of their remuneration</p>

<p>Riders who are participate in Men&#8217;s U23 WILL NOT be considered for the Men&#8217;s Elite category and vice-versa even if they meet the age criteria.</p>

<p>Riders MUST ensure that ALL their equipment adhere to UCI Technical rules pertaining to Time Trial Bicycles and the Rider position on the bike.</p>
<p>&nbsp;</p>
<p>Juniors MUST ensure that their gearing conforms to the MAXIMUM roll-out ratio as stipulated in the Rules and Regulations.</p>
<p>&nbsp;</p>
<p>The WINNER of each category will be the Singapore Cycling Federation&#8217;s 1st choice NOMINATED rider to the 2012 Asian Cycling Championships held in KL, Malaysia.<br />
Each Country can ONLY be represented by ONE rider per category for the Individual Time Trial event.</p>
<p>The SECOND and THIRD placers of each category will be our 2nd and 3rd choice RESERVES in the event that the WINNER declines or is unable to compete.</p>
<p>&nbsp;</p>
<p>The WINNER of each category will ALSO be given ONE automatic PLACE in the respective ROAD  RACE of the 2012 Asian Cycling Championships held in KL, Malaysia. FAILURE to participate in the Individual Time Trial event at the 2012 ACC will renegade the ROAD RACE spot on the FOUR Man/Woman ROAD RACE Team.</p>

As such, there is a demand for structured and progressive methodology in coaching courses specific to cycling and SCF is pushing for more professionalism and recognition for cycling coaches in Singapore.</p>
<p>The SCF Cycling NCAP Integrated Programme Level 1 is catered for people to get started on the specifics of Coaching in Cycling.  This course is recognized by Singapore Sports Council (SSC) as the National Coach Accreditation Programme (NCAP).</p>
<p>We are looking for interested parties who have a passion in cycling and coaching. This is a 3 full day course that will be held at Tampines Bike Park.</p>
<p>Topics will include: Role of a Cycling Coach, the energy demands of the different categories of cycling, the planning of training, etc.</p>

<h4><strong><span style="font-family: Calibri;">Definition of AGE:</span></strong></h4>
<address><span style="font-family: Calibri;">Participation in Elite Categories shall be open to riders of 19 and over. </span></address>
<address><span style="font-family: Calibri;">Junior Categories shall be open to riders born in 1994 or 1995 (18 and 17 years old). </span></address>
<address><span style="font-family: Calibri;">Men Under 23 for Road races riders born between 1990 and 1993.</span></address>

<h4><strong><span style="font-family: Calibri;">Selection Trials:</span></strong></h4>
<address><span style="font-family: Calibri;">SCF will be running selection trials for the ITT events on 8 Jan 2012</span></address>
<address><span style="font-family: Calibri;">The results of these trials will be taken into consideration in selecting the Road Race Team.</span></address>

<p>All parties interested in Cycling in Singapore, in particular Cycling Clubs, Cycling Teams, Coaches and of course Cyclists themselves are welcome to attend our first Annual General Meeting as the SINGAPORE CYCLING  FEDERATION.</p>
<p>As part of the Any Other Business we will be presenting our thoughts for 2012. These may have an impact on how you organise your cycling activities for 2012. During the presentation, we will invite your feed back on what will be proposed.</p>
